Your citation appears to be from (testing my memory now) a Washington State Supreme Court ruling. Naturally, the federal courts supercede state court. So Judge Boldt of the federal district court, the Ninth Circuit Court of Appeals, and the U.S. Supreme Court opinions in U.S. v Washington, phase I and phase II, have consistently upheld the right of treaty Indians to take salmon and steelhead of both wild and hatchery origin.
