I have a dream that one day the state will see the light of day and never force someone to release a hatchery-produced salmon.

In any salmon fishery, gear is already in the water impacting wild ESA-listed or depressed stocks of salmon. Impact is accruing as long as the gear remains in the water.... it does not stop until the gear is removed from the water. Allowing the retention of ANY hatchery salmon gets the angler closer to his limit faster and thus gets him off the water quicker.

Mandating the release of hatchery-produced salmon is also counter-productive to the HSRG's charge of selective removal of hatchery fish to keep them off the gravel.
