I dabble in it. I have a friend that is pretty good at building lines and he helps me out quite a bit.

Ibuild my own sink tips and add to floaters thats it for me. Don't know if you would consider that builiding a fly line.

What are advantages of a Skagit line and what type of water is it designed for ?

Shorter Head length in tight places is easier to cast, when you have trees/rocks/bank behind you. Casting a shorter head for beginners makes the learning curve easier. You don’t lose any distance with a “Skagit Line” In certain area you can out cast long belly lines.
