I personally don't think it matters to the fish other than to say that fish can see smaller baits in clear water. And smaller baits I believe appeal to a wider range of fish. I don't think it has anything to do with water conditions beyond the visibility. A fish that will take an orange mar wart will do so regardless of how high or low th water is..
However like all fish in shallow water large splashes on the surface puts them on a wary state just as a boat going over them so to me low clear conditions are about taking care with approaching fish and presenting the lure to the fish in a manner that avoids spooking them.

I know on the North lewis in the summer when the water is low I have great fishing every morning until i run into the first sled from then on the fishing is completely turned off. if there were no sleds i am sure the fishing would remain great all day. it's all in the appraoch and the presentation

6 to 10 pound test line.
Jigs, bobber, bobber and jigs.
Longer leaders with one pea size corkie.

And yes, I have found on the Lewis is that when that first sled goes over the hole the bite is dead.

GO SMALL

With clear water the fish are spooky and usually will agressively bite early AM and late PM. If its a sunny day the bite goes off when the sun hits the water. The key thing to remember is that they wont move as much in low water. Thats why we always hope for rain.

I use 10lb test
# 2 to #1 hooks

Jigs are great BUT

When fishing in low, clear water for steelies or Spring Kings. Tie on a #2 or # 1 gamu hook. Use split shot 20-30 inches up your line instead of all the usualy terminal gear. Try to make your presentation as natural as your can. YOU CANT BEAT GREAT EGGS WITH A DASH OF SHRIMP OIL ON THEM. YUM YUM

Never found that it makes much difference.

In winter I use 15 pound camelion High or low both main line and leader.

In low water I use 6"pink worms drifted and floated. Rags in bright colors and subtle ones and jigs, as well as a wide range of other things.

I really dont think gear matters a bit from big and bright to small and subtle. its all about presentation. And some techniques work better in some conditions.
