This article in the P.I. does a pretty good job of describing what hatcheries are scheduled for closure, why they are closing them and why the tribes are fighting the closure.

Apparently one of the main problems is that weare out of money. I work with state and local governments and can attest that they are all hurting. The slow economy combined with large cost of added security has almost all state and local givenrnments hurting.
