Vinegar and a good stiff new brush will work pretty good.

Check to see if your diamond plate is coated with anything before you use Mothers or other lightly abrasive polishes with a buffer.

Does the vinegar only clean it off or will it also shine it up to a new like finish? there is just water marks and dull look to the diamond plate right now....

A lot of diamond plate comes with a clear coat. Your gonna have to strip that off. Once you get past it, you can use a buffing wheel and some metal polish. I recommend Flitz, its good, but expensive. Run the wheel until the metal turns black. Use a clean terry cloth towel to wipe off the black residue. Your diamond plate can be polished to a high shine, and the Flitz seems to put a protective coat over it. It will take some work, but it sure looks good when its done.

Just cleaned a bunch of diamond plating on one of our older fire engines at work. We used a diluted solution of muriatic acid. You can buy it at Home Depot. Dilute it down to 15:1 and don't do it over cement. It took off all the oxidation and then we used Mothers aluminum polish to finish it off. Cuts out a hell of a lot of elbow grease! Wear gloves and eye protection or you will look like Fireman Bill.
