Thats called shock gobbling. You can get them gobble sometimes by dropping the tailgate of your truck real hard, bang on something with a stick, bark like a dog, use a coyote call, you name it, it works.

Back when I was turkey hunting a lot my early season scouting consisted of reaching in the car window and leaning on the horn for a second or two, then listening for gobbles.
