My first guess is 3-spine sticklebacks too. That'd be my 2nd and 3rd guess as well.

Eyes look like a sticklebacks, gill plates look like a sticklebacks, color is wrong, spines are missing, tail fin is missing, exposure to digestive enzymes? I still choose, stickleback

Sticklebacks for sure.
Here is one from Puget Sound that show the spines and very small tail a bit better.
The spine closest to the tail is much smaller then the other two.
I've seen smaller 1/2" specimens in coho stomach contents that had a neon blue back.
