I pretty much agree with Doc In fact I think one could say I was with him every step of the way until we were provided the escapement numbers for the Chehalis Basin. 2020 Coho were at 40% of escarpment on the Nooch and guys that is not acceptable. R-6 Director Philips plan for the big steal might be the only way to get the mit done. As one who went over the hill on this one his lack of knowledge of previous WDFW positions on what could or could not be done kinda set up the situation. That was then and guys the Nooch Coho cannot even afford a release hooking mortality at the present.

As outlined in the FTC thread all the tide water tribs are in bad shape with wild Coho. I do not know the answer to the problem but something has to change because this is about like playing Russian Roulette with a fully loaded gun! All it would take is a down turn in the upper basin and we are toast right along with the fish. This situation gives the word ugly a bad name.

1. WDFW and QIN need to work with the same Chinook, Coho, Chum, Steelhead numbers.

2. WDFW and QIN need to use the same area when doing escapement, harvest numbers......Chehalis and Humptulips should be used as one entity. The one entity was used by both for MANY years, then WDFW management changed to the present day method....QIN has stayed with Chehalis & Humptulips as in original agreed to plan.

3. NOF should not be decided until WDFW and QIN have worked out harvest numbers.

4. Wynoochee Mitigation needs to be finalized as per the original agreement, agreed to by all parities that signed on. Wynoochee River has been shorted Coho AND steelhead for about 30 years.

5. WDFW personnel need to have "their feet held to a fire" until this 30+ year agreement is done.

6. Bank statement on the $2.4 million account, original mitigation funding, needs to be made public.

If you have fished the Wynoochee for either Coho or winter run steelhead and went home without a fish.....a major part of the reason, WDFW....and to that I say Grrrrrrrrrr, a pubic agency not willing to do what they should for the public good....
