What's in it for the tribes? Simple, as stated above, transparency and trust. So far the tribes haven't needed to value either. Maybe they'll change their minds; maybe not. I think it's worthwhile to point out, as Bay wolf has done, that transparency and trust are on the table.

Now, about that cooperation. It remains to be seen whether that cooperation can be secured in the absence of transparency and trust. From Inslee I would say no doubt. Probably from Susewind too from my observation. But not all of the Legislature is for sale to the tribes, so we'll just have to see what transpires.
