I do not think they can require you to possess a smart phone but on the other hand they have determined Hunting and Fishing is not a right,, meaning we do not have the right to forage for food off the land to feed ourselves... Instead it has been redefined as a privilege by our state government where permission must be granted under specific terms and one of those terms seems to be possession of a smart phone,, with the proper app and documents/digital papers...

So now if you choose not to have the phone you cannot participate in the privilege...
