This may sound overly cynical, but short of changing human nature, which we all know is IMPOSSIBLE, I dont see any 100% effective solution. An enforcement presence would probably be the best deterrent, but we all know about the budget issues etc... that keep the wardens spread thin. It's the greedy mob mentality. People think "Hey there is a sh!tload of fish here, I'm gonna get me some, and I don't care how I do it". Those of us that are law abiding, respect the resource, and enjoy the challenge of getting the fish to bite, were probably raised in a situation where parental involvement instilled in us a sense of right and wrong. The rest of the snagging scum, who knows? The way I see it, we either close down the terminal "meat" fisheries, or somehow get the WDFW to acknowledge the problem, and budget the funds for more enforcement. rolleyes
