A buddy and I were fishing Proctor a few weeks ago and a lady came down and gave us the "what for." Through all her rambling, she said Greenwater Meadows owns the beach and the parking area under the tressle, hooks being left in the sand are dangerous for pets, and garbage being left behind are a couple reasons why it is closed. I explained there's a thing called a high water mark and people on foot or boat are legal to walk up until that mark, and whether she likes it or not people will always fish that drift, regardless of how they get there(walk in at Zekes).
She said she had paper work to prove that its closed to fisherman...

people like that who move up here and think they own the fricken river make me sick. mad

My advise to anyone who wants to fish it is just that FISH IT!
