Some people have no respect for others period.It doesn't matter whether its dogs on the river, screaming kids in a restaurant,driving down the freeway erratically,littering-dumping garbage or whatever scenario you can come up with they are self centered and could care less about anyone else around them.

Yes I do own dogs but I never put anyone in a position to deal with them unless they choose to.
