Since region 5 is in charge of the Washington side of things and region 5 and Cindy LeFleur are the instigators of the appeal to NOAA for a tripling of the ESA mortality percentages then doesn't it stand to reason that they would turn a blind eye to the commercial's refusal to allow observers even though the law provides for the use of observers?

I liked the part about sea turtles and marine birds...almost forgot that they are also "bycatch"....We need to jump on this observer deal Monday...I think it is crazy that they allow the commercials to thumb their noses at the observers and crazy that WDFW and ODFW aren't sure who is fishing when the law is very specific about totally identifying exactly who is fishing and selecting them from a list of eligible boats. It is high time that restrictions are followed and abuses are brought out to the light of day. And it is way past time that commercial coddling stop in WDFW.
