Public access reductions are designed to keep the general populaion from questioning the continued commercial take IMHO.

Look at the crab issue. The Commercials are allowed a greater take 'cause they have historicly taken that share.
Why favor the Commercials when our population has changed? I did not bother to get a PS permit 'cause there is no real opportunity here.

I beg to differ about how this is anything more than funding the status quo mindset?
