They will be selling wildlife watching licenses. If you take a walk in the woods and look at the critters without one, you'll be fined, even if you glanced at them on accident. There will be an "additional" fee, called an endorsement, for separate species like birds of prey. Extra $5 here and $10 there...

if they enforced that anything like WDFW enforces snagging rules, i think none of us have anything to worry about.
