"A well regulated militia being necessary to the security of a free State, the right of the People to keep and bear arms shall not be infringed."

Militia - Civilians trained as soldiers but not part of a regulated army.

The only reference to a militia is that it is "necessary to the security of a free state". Nothing about the rights of militias or the necessity to belong to a militia to exercise the right.

"The right of the People to keep and bear arms shall not be infringed" seems pretty clear to me.
