Somehow I doubt you're "just trying to get this right", but I'll play along anyway.

We were moving that way just fine before the purse seines came along...more and more restrictions, shorter and shorter seasons, ESA steelhead in the Washington LCR tribs seriously restricting the springer fishery, making it an economically stupid commercial fishery to participate in.

As for the rest...we're back to the "goal" and "position" argument...a goal of less wild fish dead, and a measurable difference in the effects of hatchery fish on the spawning grounds is a fine goal, one that we should all advocate for.

The problem is that in spite of all the evidence, math, and logic to the contrary, many are advocating a position (must use purse seines) that will not do anything to accomplish either of those goals.
