No experience with Frogg Toggs waders, but their rain gear seems decent.

The Allen Company also makes some super affordable "breathable" waders. They come into Costco stores on a seasonal basis and typically sell for about $80. Pretty darn good deal for that. I have recommended them to a couple of folks needing a cheap wader solution for infrequent use. I didn't see a waist high/pants type model on their site, but I didn't look hard.
