If a garment is soiled badly, most manufactures require that it has to be cleaned before repair. That responsibility falls on the owner. When I was in the biz, we returned items back to their owners because they weren't clean. It's really unfair to the operator who does the repair to have to deal with a soiled item, they don't want to touch some one else's dirt.
