Yeah, that's exactly the kind of thing I find distasteful (and, frankly, un-American).

I've seen non-tribal members commit crimes. Does that mean I should presume all crimes are committed by non-tribal members?

You might be right. It might be that *one* tribal guy whose robbing pots from Edmonds to Olympia. But I don't know why you would assume that, and it's certainly no basis to think poorly of any particular tribe or tribal member (other than an individual you know did it) in general.
