As to the MA 11 fiasco I believe that both tribal and WDFW productions of White River Spring Chinook are still treated as being in a recovery mode meaning they are unclipped. Thus any adults or shakers are treated as if they are wild. If I am correct in my understanding then maybe a change is past due especially if those fish are being harvested in tribal river fisheries.
