This is incorrect Lifter99. The treaty tribes need to continue with at least a token non-treaty recreational fisher, just enough that it doesn't detract significantly from the treaty harvest. The tribes are smart and understand that totally eliminating non-treaty fishing might cause us to wake up and direct the Legislature to stop funding salmon hatcheries that don't return any fish to the non-treaty recreational creel. And without hatcheries - by far the biggest single line item in the Department's budget - WDFW as a practical matter would be out of a job. And WDFW jobs is priority number one at WDFW.
