My point is that its silly to say tribes shouldn't be allowed to fish salmon from state hatcheries or say that the state is the only entity doing anything for salmon. PSE would never have spent the money to build a fish ladder if the tribe hadn't threatened to sue them, they hadn't for 90 years and then suddenly when they settle with the tribe, they decide to build one. PSE is paying because they're the ones that screwed it up in the first place.

Tribes released 30 million salmon last year.
