If you were letting your jig float downstream, but there was any drag whatsoever on your float/jig, then you weren't fishing as deep as your leader would indicate.

If he was casting up and reeling down, so long as he wasn't reeling a lot faster than the current, then he was likely fishing to the maximum depth his leader would allow.

Here's the more likely answer, though...

Which, of course, is why steelhead fishing is so much fun, and...
