Loafer, the difference is that the Fish & Wildlife Commission enacted the Wild Steelhead Moratorium, WDFW Region 5 petitioned the NMFS for a higher impact on ESA listed steelhead. Man, it would be good if the agency(WDFW) and its Governing body (Fish & Wildlife Commission) could get on the same page, but sometimes I think they just don't like one another.
