I think that seal poop is a major contributor to the problem. I have seen thousands, maybe tens of thousands of seals near the mouth of the Dosewallips gorging on chum. I bet each seal was producing 20lbs of feces per day. I remember at the time, oyster harvesting was closed because of "sewage" in the water.

I didn't see any mention of it in the report. Of course, it's not PC to blame wildlife for anything. But then, you could say that this problem was a man-made because of the chum hatcheries.
