My take, and I am new to all of it:

I think everyone involved understands that somehow there is a risk there (the QIN moving in and taking the remaining available impacts), but the harvest model is what it is. The point of all of that is, the non-treaty side (sports and cowboy) are going to adhere to the tier plans set for the basin aimed at conservation. So that, when the fish are under-escaped one of the fingers of blame is not aimed at us, and we can work on changing the models or escapement goal or whatever to protect the resource.

You know, people in glass houses . . .

I think we are trying to let our long term goals, over ride our short term greed.
