There should be a fishing ediquette(sp?) course simular to the hunter safety course that is required to get your fishing liscense.
Those that were taught ethics/morals as kids by responsible parents would probably breeze through it. Those that fail should be forced to study the sportsman's code of unwritten rules. Those whose fingures smell like shitt should be taught to wipe correctly.
