I think it had to do with not being able to keep batteries and similar heavy metal products out of the trash. Scrubbers couldn't meet the standards. It wasn't the engineers. It was the public and their collective inability or unwillingness to sort and segregate their trash. So off to the Goldendale landfill it all goes. Helps keep the railroad in business I guess.
