It's like complaining about the complexity of the sport rules. They were/are complex so as to allow the maximum opportunity to fish. If all we cared about was the fish, there would be a lot less fishing.


Fish first does not have to mean a closed fishery, unless you don't fish selectively!

Putting the fish first means not targeting ESA listed fish.
Putting the fish first means transparency!

Are you equating by-catch with incidental contact?
Not even close, no comparison!

Why equate the two? one targets for profit, the other incidental contact with minimal mortality while fishing selectively...
