I dont think you're clear on the concept.

Penn St won the Big-10 East by virtue of having a 8-1 conference record. The Harbaughverines are #3 in the East because they have a 7-2 conference record and lost to #2 OSU.

The winner of the East-West Big-10 conference game is the Big-10 Champion and plays in the Rose Bowl.

The Big Champ v. the Pac champ in the Rose Bowl. That's so cute smile.

The Rose Bowl gets the highest ranked team out of the Big and Pac which did not go to the playoff's. That's UM in the Big (they will not fall below either PSU or UW tonight) and the winner of the Pac (or USC if Wa eeks into the playoff's).

In short OSU is in the playoffs after sitting on their asses this weekend and UM is in the Rose Bowl also after sitting on their asses this weekend.
