NO. The Rose Bowl is obligated to take the HIGHEST RANKED Big and Pac team not in the playoff's. So if Michigan is ranked 5th and whomever wins the Big Saturday is ranked 6th then Michigan is in.

And that's the problem. It's in the committees hands and not the teams hands.

AR 5-1 AR 5-4-a CHAPTER 5—THE ROSE BOWL 1. Conference Affiliation. The Conference, through its contract with the Pasadena Tournament of Roses Association, normally shall participate in the Rose Bowl football game, played January 1 each year except when January 1 falls on a Sunday, in which case the game is played the following day. Such participation shall be subject to the terms and conditions of the Second Amended and Restated Rose Bowl Agreement between the Conference, the Big Ten Conference, Inc., and the Pasadena Tournament of Roses Association, as may be amended from time to time (the “Rose Bowl Agreement”). 2. Selection Procedures. The winner of the Conference Football Championship Game shall represent the Conference in the Rose Bowl. However, if the winner of the Conference Football Championship Game is ranked No. 1, 2, 3 or 4 in the College Football Playoff (CFP) ranking system then it shall participate in the appropriate College Football Playoff system game(s).
