What crap! As soon as a run is healthy they, give the "surplus" out! When will D&W understand that surplus is good, let the smolts duke it out, surival of the fittest. Just think of a run so healthy "too many" spawn! Those would be some tough smolts! As a whole I don't think we will ever learn.
