This seems to boil down to are these conservation issues between the tribes and sport angler where the tribes are catching non clipped Chinook and are going to harvest Coho on a poor projection run year?

If these are conservation issues, it could expose the tribe’s rhetoric about being conservation minded. Apparently then the Tulalips are conservation conscientious only if conservation doesn’t get in the way of their fishing.

If this is not a conservation issue by the Tulalips harvesting wild Chinook and having a direct harvest fishery on Coho in the Tulalip Bubble, then obviously it should be open to sport anglers as well.
