Frankly I would be surprised if WDFW is not aware of what their agreement with the Tribes means to the resource and to the sport fishermen, some of them are probably even troubled by the situation.
The fact is most institutions are going to take the path of least resistance, if we want policy and regulation change in our favor we will have to cause WDFW and their directors more pain than the other interests do when they don't get their way.
