The issue for me is that the tribes are being to independently assess the run and then open a fishery, while it appears the state has no say in the decision, and no way to adjust for an in-season rec. opening if needed.. They had no problem insisting on it for the Skagit system, but apparently waffled when it came to the Lake Washington and the Green and Puyallup systems. I have no idea where the numbers will come in at. I do, however, know that allowing the tribes to go alone on both the decision and the harvest is not in the rec's best interest. My guess is that given the lack of fisheries else where, the numbers will look fairly as compared to previous years.
