If I counted right the opening of the Tulalip bubble for sport caught Coho is 4 days for sport and 35 days for tribes.
It appears that the state should have the upper hand in a negotiation with the tribes on opening the Snohomish R system and the negotiation should include opening the bubble on weekends through October for this year to compliment the tribal season since no other salt water Coho fishing is available in this area.

--OR—

If the Tulalips are still possessive of the Coho they produce out of their Gobin hatchery with shared eggs from the state Wallace hatchery then that should reflect in the state being possessive of the Coho coming back to the Snohomish system to their Wallace Hatchery.
