The "rich" get a lot of breaks because they respond to the incentives in the tax code by changing their behavior to take advantage of the things offered. Less fortunate people do the same thing. Child credit rewards having kids. Just like our welfare system, there are also incentives to stay poor. The system is so huge now I can't see how we could jump to a flat tax.
