Just got off the phone with a WDFW contact. For clarification, the proposed 48" leader length is for the Puyallup, Nisqually, and Skokomish rivers only at this time.

Yes, there is no definition of "leader" in the current WACs/RCWs. Yes, the Dept is aware of that and they are working on wording that would be put into the WAC IF the regulation proposal stays in place. They recognize the potential problems for the fly fishing community and are thinking about that. They are planning on putting some discussion points on the NOF website to help clarify their proposal.

There have been some good discussion points in this thread as to how to define a "leader". If you want to be heard, you can go to the link below and make your suggestions to WDFW staff.
