OMG!!! Did they actually admit that the "Anti-snagging" rule did not work against "Snagging"

The Gov will always write many laws that the the law abiding must follow but the criminals (snaggers & poachers) will not.

How much is enough? It's just like gun control, restrict the people who abide by the laws and do little to nothing about the real problem. Same difference.
