This is my guess too. High enough to keep most of the riff raff out but low enough to be affordable by any legitimate angler. Wearing it like the old clam license is a good idea too, as they can enforce the daily permit at a glance.
i think the fact that guys will readily pay the $10 or $15 or whatever to fish the flosser corner up above the trestle on the nisqually shoots that full of holes.(the only thing more odd to me is how that fee gets enforced when you can walk up there and stay below the ordinary low water mark)
