The short answer is no and that they have entirely different job responsibilities. The IG investigates (think police) and the US Attorney prosecutes (think lawyers). Barr wouldn't appoint a US-A unless they have clear evidence that laws were broken and they are preparing for prosecution. Word has it that Durham has been involved since last fall and was only "officially" & publicly appointed the other week.
