Not according to the Due Process clauses in the 5th and 14th amendments and the Confrontation Clause of the 6th amendment.

They say the accused has the right to be included in and present evidence in any hearing or trial if the accused is to be denied life, liberty or property as a result of decisions made therein.

The accused also has the right of notice of the proposed action and the grounds asserted for it.
