My point is that the perp should have a choice to buy either a qualifying license OR a Discover Pass - and I could argue that if the violation was on a WDFW site they would have no choice - got to buy a WDFW qualifying license to get the reduced fine.

Why should Parks receive the lion's share of the monies generated from the "opportunity" for a reduced fine for a violation on WDFW property?
