Lead ...CCA couldn't answer the same question when it was asked by the tribes, still can't answer it when it's being asked by the sports industry. Don't think they have an answer because it was never designed to be a workable plan, just a line of BS to get the voter's to eliminate the non tribal commercial fishery..Damn those guys at Oregon Attorneys Generals Office....
