Don't think so.....

Think all that means is that for those who planned ahead for any financial emergency that might come up will use the back-pay money to replenish what they had to use up. IE, back in to savings it goes for another rainy day.

For dumbasses like me, who hasn't saved up and has no money for financial emergencies, and has to beg/borrow/steal to get by until the back-pay arrives.....
