I think what his legal team was getting at is the special counsel doesn't have the power to indict a sitting President. The job of the special counsel is to investigate alleged crimes and provide advice to the Legislative Branch for possible action.

As far as the power of the President to pardon people or commute sentences goes, check your handy-dandy pocket Constitution. My reading is they're pretty broad.
