Does El Chapo's conviction on all charges make him more, or less likely to be Trump's DEA head?

Based on the rate of indictment and conviction of his "I only have the best people around me!" crowd, it would probably save time to appoint someone who was already in jail, rather than appoint someone and make them have to go thru the investigation, indictment, and conviction process.

This would satisfy the usual right wing talking point of "efficiency" and "small government", but since Trump has shown that being a Socialist and spending as many tax dollars as possible to enrich his friends, colleagues, and corporate masters, "small" or "efficient" is clearly not any part of his government plan.
